Administrative Services

The Administrative Services Division is responsible for maintaining the overall operation and activities of the health department by providing daily support in planning and implementation of services. As the expectations of public health departments grow and change, the goal of the Administrative Services Division is to provide the most cost effective, thorough and efficient service possible.

Emergency Preparedness
Public Health Emergencies, whether a bio-terrorist attack, food-borne disease outbreak or hazardous chemical spill, can quickly overwhelm a public health agency. The Emergency Preparedness Program works to develop plans to address these risks and maintain efficient public health services for the citizens of Franklin County. We also identify the training needs of the employees of the Board of Health and strive to meet these needs. This program additionally provides the avenue for interaction of the Board of Health with other public safety organizations of Franklin County ensuring a cooperative response to emergencies in the community that threaten the safety of health of residents.

Epidemiological Services
Epidemiological Services is primarily responsible for disease surveillance in Franklin County. Critical to the surveillance effort is the administration of the Communicable Disease Reporting System (CDRS), a database of all state reportable diseases. Other activities include environmental hazard monitoring, outbreak investigations, community health assessments and developing strategies for disease prevention and control. The ultimate goal of epidemiology is to identify health problems in Franklin County and work with the rest of the health department to minimize or prevent those problems in the future.

Fiscal Services
The overall responsibility of Fiscal Services is to monitor and report on all accounts payable and receivable activities and to measure the cost effectiveness of the services being provided. Other responsibilities include preparing and overseeing the annual operating budget including components such as, grants, fees for various services and the tax support from the members of the general health district.

Health Education
The activities of Health Education emphasize preventive health promotion to children, adults and seniors. Such initiatives as childhood wellness, tobacco cessation, alcohol cessation, exercise and community health assessment play strong parts in a program aimed at helping the community help itself in achieving better health. Special emphases have been given to: curricula meant to teach children about their changing bodies; trends of youth substance abuse; self-instructive materials aimed at addressing the leading causes of mortality; and development for the improvement of health educational outreach.

Human Resources Services
Human Resources Services is primarily responsible for administering and updating all departmental policies and procedures and working as a liaison with the Civil Service Commission to keep employees informed of updates or variances. Human Resources Services handles all employee benefits, records, payroll data, workers compensation issues and is accountable for scheduling the maintenance of all fleet vehicles.

Information Systems
Information Systems is responsible for the creation and maintenance of the Franklin County Board of Health's in-house computer network and all other computer related activities for the department.

Public Information Services
Public Information Services handles the public relations issues that arise within the department. Responsibilities include preparation of news releases regarding activities and clinics sponsored by the Franklin County Board of Health and media alerts to inform the public of newsworthy events. Other responsibilities include the layout and design of newsletters, brochures, fliers and posters.

Research and Policy Services
Research and Policy Services provides internal decision makers the necessary data to drive the policy decisions of the Franklin County Board of Health. This includes information concerning Medicare, Medicaid, health maintenance organizations, managed care plans, block grants, national accreditations, the core public health functions, direct community needs and general public health trends. Other responsibilities include demographic research, health statistics analysis, epidemiological research and program review.
