Solid and Hazardous Materials Section
The Solid and Hazardous Material Section minimizes solid, infectious and hazardous waste in the community. It is also responsible for regulating and enforcing disposal of waste into approved facilities, including landfills and incinerators. The division is also instrumental in educating the community and other agencies on adverse effects of open dumping in Franklin County by administering the Franklin County Anti-Dumping Project. By providing these services, this division protects surface and groundwater from pollution.

Regulation #800 - Comprehensive Solid Waste Regulations
Functions:
- inspects solid waste disposal facilities
- inspects construction and demolition waste disposal facilities
- inspects infectious waste generators and regulates infectious waste storage, treatment, transportation and disposal
- organizes community clean-up programs
- maintains waste collector and waste hauler truck registration program
- inspects and licenses all tattoo and body piercing establishments
- cooperates in a Chemical Emergency Response Program
