Water Quality Section
NEW** The Ohio Department of Health adopted new sewage rules that were effective on January 1, 2007. The Sewage Treatment Systems Rules, officially known as Ohio Administrative Code 3701-29, were suspended by Amended Substitute House Bill 119 effective July 1, 2007, which set in motion a mandate to the Ohio Department of Health to adopt rules identical to those in place prior to January 1, 2007. Amended Substitute House Bill 119 also allowed local health departments to adopt more stringent standards. The Franklin County Board of Health (FCBH) on July 10, 2007, passed an emergency resolution to adopt Regulation 720, Sewage Treatment Systems, effective immediately. On August 14, 2007, the Board of Health had its first reading of amended Regulation 720, to incorporate additional requirements from Amended Substitute HB 119. The Water Quality Section is responsible for the correct disposal of all household and commercial sewage in a manner which will protect surface and groundwater from contamination. This division also reviews, plans and regulates new sewage systems, as well as issuing orders to correct failed sewage systems.
By inspecting, testing and monitoring all types of sewage systems, the program has been able to reduce liquid waste and/or sewage pollution; which in turn, protects the general public from any waterborne illnesses.

- Investigates nuisances created by failing sewage systems
- Issues permits for construction and repair of sewage systems
- Inspects commercial sewage disposal systems for the Ohio EPA
- Inspects all discharging sewage treatment systems (i.e. aeration systems) annually
- Inspects pumper/tank trucks to assure proper cleaning, transportation and disposal methods
- Reviews plans for subdivisions without access to public water or sewer
- Inspects sewage treatment systems and water wells for real estate transfers
- Issues permits for the construction and repair of private water systems.
