Central Ohio Community Improvement Corporation Board of Trustees
The Central Ohio Community Improvement Corporation Board of Trustees was created to assist in economic development of nonproductive and distressed properties in Franklin County. The Board of Trustees of shall consist of five (5) members as follows:
-Two (2) members to be appointed by the County Commissioners, one for a two-year term and one for a four-year term.
-One (1) member to be appointed by the City of Columbus.
-One (1) member to be appointed by the Franklin County Treasurer.
-One (1) member to be appointed by the Franlkin County Township Association.

Central Ohio Trauma System (COTS)
The mission of the Central Ohio Trauma System (COTS) is to save and improve lives through the coordination of trauma and emergency healthcare resources and to serve as the forum for addressing issues affecting the delivery of trauma/emergency services and injury in the Central Ohio community. COTS also serves as the healthcare preparedness coordination agency for the Central Ohio Homeland Security Region and coordinates the regional planning and response efforts of twenty-seven (27) hospitals across fifteen (15) Central Ohio counties. COTS maintains an Internal Revenue status of 50(c)(3) and operates with charitable, educational, and scientific intent.
By statue, the Franklin County Board of Commissioners nominates one individual to serve as their representative for COTS for a term of three (3) years.

Central Ohio Workforce Investment Board of Directors (COWIC)
The Central Ohio Workforce Investment Board (COWIB) is the successor to the Workforce Policy Board.
The COWIB is a decision making board that establishes and implements workforce investment policies and programs that prepare individuals for worthwhile and sustainable employment, especially recognizing economically disadvantaged individuals and other individuals with special needs. Through the COWIB, a workforce development system is established to prepare the local workforce to support the future needs of local employers by identifying and assessing local industry, employment requirements, preparing job seekers for employment through training for positions in the areas of need, and coordinating the efforts of local government, non-profit and for-profit businesses, and educational resources to provide specialized training.
The Act of 1998 contains specific requirements for the composition of Workforce Investment Boards. In accordance with the requirements of the Act, the Intergovnermental Agreement (Agreement by and between the County Commissioners of Franklin County, Ohio, and the Mayor of the City of Columbus), in Article IV, Section 4.01, essentially sets forth that Directors to the Central Ohio Workforce Investment Board would be appointed as follows:
The County and the City are to each appoint one member from the following sectors: community based organization, economic development, labor and education. In addition, they may appoint such other individuals or representatives of entities as the Chief Elected Officials (County Commissioners & Mayor) may determine to be appropriate from time to time. The Workforce Invest Act (WIA) also requires that a representative of each required One Stop Partner be appointed to the Board. A majority of the Directors shall be representatives of business. Since the number of non-business representatives totals 16, there must be 17 business representatives to meet the majority requirement.
The Franklin County Commissioners and the Mayor of the City of Columbus shall each appoint an equal number of Directors (twelve each) satisfying the qualifications listed above. These Chief Elected Officials may also make joint appointments (nine). When the Board is at full strength, it shall total thirty-three (33) Directors.
The Workforce Investment Act of 1998 (Act) charged the Governor of the State of Ohio with the establishment of local workforce investment areas. Amended Substitute House Bill 470 allowed for an Ohio Option variation of the Act. Pursuant to this, the Franklin County Board of Commissioners, pursuant to Resolution No. 320-00, created the Workforce Policy Board to carry out the objectives of the Act.
Pursuant to Resolution No. 991-03, adopted October 28, 2003, an Intergovernmental Agreement was entered into between the City of Columbus and Franklin County whereby the two would continue to be joined together as one local workforce investment area but would transition away from the Ohio Option to a conventional workforce investment area. As a result, the old Workforce Policy ceased to exist after June 30, 2004, and a newly created Central Ohio Workforce Investment Board replaced it.
Although Directors serve at the pleasure of the Chief Elected Officials who appointed them, the Act and the Intergovernmental Agreement require that one-third of the Directors serve three (3) years, one-third for two (2) years, and one-third for one (1) year. After initial appointments, terms shall be for a period of three (3) years.

Chemical Emergency Preparedness Advisory Council (CEPAC)
The local emergency planning committee, known in Franklin County as the Chemical Emergency Preparedness Advisory Council (CEPAC), is to serve as the official local emergency planning committee for Franklin County, Ohio. as specified by the Superfund Amendments and Reauthorization Act (SARA) (United States Public Law 99-499), Title III (Emergency Planning and Community Right-to-Know Act), Section 301(c), Ohio Revised Code Chapter 3750 and as appointed by the State of Ohio.
The Board of County Commissioners are duly charged by Ohio Revised Code Chapter 3750 to submit a list of names for recommendation and final approval to the State Emergency Response Commission for appointments for two year terms.

The Columbus Downtown Development Corporation was created for the redevelopment of downtown Columbus over the next ten (10) years by implementing the Strategic Business Plan for Downtown Columbus.

Columbus Regional Airport Authority Board of Directors
Pursuant to Resolution No. 814-02, adopted by the Franklin County Board of Commissioners on July 30, 2002, the Board declared its intent to dissolve the Rickenbacker Port Authority; join with the City of Columbus to establish a port authority to operate the Rickenbacker Internatinal Airport, Port Columbus International Airport and Bolton Field Airport; and to establish a port authority to finance economic develoment activities. The Columbus Regional Airport Authority was created at 12:01 A.M. on January 1,2003.

Columbus-Franklin County Finance (Port) Authority Board of Directors
The Finance Port Authority shall be governed by a nine-member Board of Directors, of which four shall be appointed by the Mayor of the City, with the advice and consent of Council, four shall be appointed by the Board of County Commissioners, and one shall be a joint appointment. Board appointments shall be made in the following manner:
A. The Mayor (with the advice and consent of Council) and the Board of County Commissioners shall each appoint one director to serve on the Board for a term of office expiring April 30, 2007.
B. The Mayor (with the advice and consent of Council) and the Board of County Commissioners shall each appoint one director to serve on the Board for a term of office expiring April 30, 2008.
C. The Mayor (with the advice and consent of Council) and the Board of County Commissioners shall each appoint two directors to serve on the Board for a term of office expiring April 30, 2009.
D. A ninth Director shall be jointly appointed by the City and the County to serve on the Board for a term of office expiring April 30, 2010, with the initial appointment to be made by the Mayor, but only with the approval of both the Council and The Board of County Commissioners, the second appointment to be made by the Board of County Commissioners but only with the approval of the Mayor and the Council and with subsequent appointments to continue to alternate in this manner.
No member appointed to the Board shall hold any other public office or employment except that of Notary Public, member of the State Militia or member of a reserve component of the United States Armed Forces; provided, that employment in a public school system or other educational institution shall not be in violation of this section. No member of the Board shall be interested in the profits or emoluments of any contract, job, work or service of the Finance Port Authority, other than as permitted by Ohio law. Any member of the Board may be removed by that member's appointing authority for misfeasance, nonfeasance, or malfeasance in office.
The Board of Directors shall elect one of its members as chairperson and another as vice-chairperson, shall designate their terms of office, and shall appoint a secretary-treasurer who need not be a member of the Board of Directors. A majority of the Board of Directors shall constitute a quorum for purpose of holding a meeting of the Board. The affirmative vote of a majority of the members present and voting (which must be at least a majority of a quorum) shall be necessary for any action taken by the Finance Port Authority unless the Board of Directors determines by rule to require a greater number of affirmative votes for particular actions to be taken by the Finance Port Authority. No vacancy in the membership of the Board of Directors shall impair the rights of a quorum to exercise all the rights and perform all the duties of the Finance Port Authority.
Each member of the Board shall serve without compensation, but may receive reimbursement for the member's reasonable expenses incurred in the performance of the duties of the member.
The Columbus-Franklin County Finance (Port) Authority Board of Directors was created pursuant to Ohio Revised Code Section 4582.21 through 4582.59, Franklin County Board of Commissioners Resolution No. 200-06 dated March 4, 2006 and Columbus City Council Ordinance No. 0540-2006 dated March 13, 2006.
The membership of the Board shall at all times comply with Section 4582.27 of the Ohio Revised Code or any successor provision thereto.
Each member of the Board of Directors shall hold office from the date of appointment until the end of the term for which the member was appointed, except as provided below. Upon the expiration of the term of any incumbent member of the Board, and if any position on the Board shall become vacant for any reason, that position on the Board shall be filled by the appointing authority that apppointed the incumbent or predecessor member, and in the same manner that the incumbent or predecessor was appointed. Each member shall serve for a term of four years except in the case of initial appointees who may serve shorter terms or any person appointed to fill a vacancy who shall serve only for the unexpired term. Any member of the Board shall continue in office subsequent to the expiration date of the member's term until the member's successosr takes office.
All Directors so appointed shall serve for a term of four years, except that any person appointed to fill a vacancy shall serve only for the unexpired term. Any member of the Board shall continue in office subsequent to the expiration date of the member's term until the member's successor takes office. A member of the Board is eligible for reappointment.

The function of this Board is to create and invest in the Trust Corporation to help finance the construction of quality homes and apartments.
The Board shall consist of eleven (11) members to be appointed jointly by the Board of Commissioners and the Mayor of the City of Columbus.

Three (3) members shall be appointed to a one (1) year term; four (4) members shall be appointed to a two (2) year term; and four (4) members shall be appointed to a three (3) year term.
After initial appointment, terms shall be for a period of three (3) years.

Community Planning Committee
The membership of the Community Planning Committee (originally referred to as a council) was established by the Franklin County Board of Commissioners to meet the terms of Ohio Revised Code Section 329.06 as it was enacted as part of HB 408, the welfare reform legislation enacted in 1997. In response to the welfare reform legislation, the Committee has include broad community membership. The members primarily represent community organizations and publc agencies (i.e., bargaining unit members, management representatives from Job and Family Services, individuals involved in human services in the community).
The Committee is consulted for review of the PRC plan and the implementation of Chapters 5107 (Ohio Works First) and 5108 (Prevention, Retention and Contngency) of the Ohio Revised Code.
There are no term limits.

Franklin County Alcohol, Drug and Mental Health Services Board (ADAMH)
Pursuant to Resolution No. 1029-89, this Board was created pursuant to ORC Section 340.021. Am. Sub. H.B. No. 317 which became effective on September 10, 1989, in part, reorganized the mechanisms for providing alcoholism, drug abuse, and mental health services at the local level.
This Board shall consist of eighteen (18) members as described in ORC Section 340.02.
-The Ohio Department of Mental Health shall appoint four (4) members.
-The Director of the Ohio Department of Alcohol & Drug Addiction Services shall appoint four (4) members.
-The Board of Commissioners shall appoint tne (10 ) members.
CRITERIA: County appointees do not have to fit into any category. However, the Director of Mental Health shall ensure that appointees include a practicing psychiatrist or physician, a mental health professional, a consumer, and a parent or relative of a consumer, and the Director of Alcohol & Drug Addiction Services shall ensure that appointees include a treatment specialist, an advocate of alcohol and drug addiction services, a consumer and a family representative of a consumer.

Franklin County Community Based Correction Facility Governing Board
Pursuant to House Bill 162, signed into law on July 11, 2006, oversight authority for the Cummunity Based Correction Facility was transferred from the Court of Common Pleas to a Facility Governing Board, creating an agency that is separate and independent from the Franklin County organizational structure.
Two thirds of the appointments to the Board will be made by the Judicial Advisory Board and the remaining third will be provided by the Franklin County Board of Commissioners. Of the initial appointments, one-third shall be appointed for one-year terms, one-third shall be appointed for two-year terms, and the remaining one-third shall be appointed for a three-year term. Thereafter, terms of persons appointed to the facility governing board shall be for a three-year term, with each term ending on the same day of the month of the year as did the term it succeeds.

Franklin County Community Corrections Planning Board
Pursuant to BOC Resolution adopted August 10, 1983, the Franklin County Community Corrections Planning Board was created. There is no cap as to the number of members on the Board. The organizational makeup of the Board was changed by the State (Amended Senate Bill 258) requesting that a County Commissioner be included on the Board. Pursuant to Senate Bill 2 (July 1, 1996), the makeup of the Board was changed to reflect additional members to represent a victim of crime, administrator from the County Jail or Workhouse, and the Municipal Court.
Pursuant to Resolution No. 888-00, the expiration date for Board members was changed from the August 31st date to an expiration date of January 30th in order to align their terms with those of the Franklin County Criminal Justice Planning Board members.
CRITERIA: Appointees to consist of members representing the public, law enforecment, prosecution, judiciary, corrections, officials from the City of Columbus, a County Commissioner, a victim of crime, administrator from the County Jail or Workhouse, and the Municipal Court.
A local Corrections Planning Board shall consist of the following members:
-Administrator of a County, multi-county, muncipal, municipal-county or multi-county municipal jail or workhouse

The Board of County Commissioners established an eleven (11) member Community Development Advisory Committee, formerly known as the Franklin County Housing and Community Development Steering Committee, and formerly know as the Franklin County Housing, Community Development and Weatherization Steering Committee, to establish programs, policies and procedures, monitor program execution, and to advise the Board and its administering agent, MORPC, on overall community development issues in Franklin County.
CRITERIA: The Committee shall consist of five (5) local officials and six (6) resource persons drawn from any of the following: a HUD program beneficiary, a HUD program beneficiary representative, a social services representative, an economic development representative, a senior citizen, a senior citizen programming representative, and up to two (2) housing representatives (a reflection of the large percentage of county funds devoted to housing initiatives.
PURPOSE: To advise and make recommendations to the Franklin County Board of Commissioners on policies and procedures related to the county's receipt and allocation of HUD entitlement funds under the Community Development Block Grant (CDBG), HOME, Emergency Shelter Grant (ESG) and American Dream Down Payment Initiative (ADDI) programs.
The Citizen Participation Plan as adopted by the Franklin County Board of Commissioners (and the corresponding Department of Housing & Urban Development (HUD) regulations codified in 24CFR Part 570 - which require such a board as a condition of the receipt of HUD dollars).
Terms to be for a period of two (2) years.

Franklin County Community Improvement Corporation Board of Trustees
The Franklin Community Improvement Corporation (FCIC) Board of Trustees was created to assist the Rickenbacker Port Authority in the economic development of the Rickenbacker Air Industrial Park.
Pursuant to Article 2, Section 2.,2 of the Code of Regulations, the Board of Trustees shall consist of five (5) members as follows:
-Two (2) Trustees shall be appointed by Rickenbacker Port Authority.
-Two (2) Trustess shall be appointed by the Franklin County Board of Commissioners.
-One (1) Trustee shall be appointed by the other four (4) Trustees of the FCIC.

Mfembers shall serve for a period of one (1) year. The appointment dates of the Trustees are staggered as follows:
-The Trustees appointed by the Rickenbacker Port Authority shall be appointed as of January 1.
-The Trustees appointed by the Franklin County Board of Commissioners shall be appointed as of May 1.
-The Trustees apponted by the FCIC shall be appointed as of September 1.
The staggered appointment dates and one (1) year term provision was adopted by the FCIC as of May, 2000. On the date of adoption, all Trustees were serving multiple year terms ending on January 1. To transition to the new schedule, Section 2.2 states that upon the conclusion of the Trustees' current terms, the Trustees shall be appointed for a partial term to end on the new annual appointment date.

Franklin County Convention Facilities Authority
The Board of Commissioners adopted Resolution No. 818-88 on July 12, 1988, creating a Convention Facilities Authority pursuant to ORC 351.02. The Franklin County Convention Facilities Authority shall be governed by a Board of Directors consisting of eleven (11) members appointed in the manner delineated in ORC 351.04. Pursuant to Resolution No. 916-88, adopted July 26, 1988, members were appointed to the Board of Directors.
CRITERIA: One (1) of the County apppointees must be a representative of the townships, one (1) must be a representative of the Convention and Visitors Bureau, and one (1) must be a representative of a major business trade association located in the County.
-Of the six (6) County appointees, not more than three (3) of the persons appointed shall be members of the same political party.
-Of the three (3) Mayor appointees, not more than two (2) of the persons appointed shall be members of the same political party.
-Of the persons appointed by the suburban mayors, two (2) shall not be members of the same political party.

Franklin County Criminal Justice Planning Board
The purpose of the Criminal Justice Planning Board is:
-To exercise leadership in improving the quality of the criminal and juvenile justice systems in Franklin County.
-To review, approve, and maintain general oversight of the Comprehensive Plan and the implementation of the Comprehensive Plans.
-To review and comment on the overall needs and accomplishments of the criminal and juvenile justice systems in Franklin County.
-To establish, as required to comply with ORC Chapter 181, task forces, ad hoc committee, and other committees, whose members shall be appointed by the Chairman of the Board.
-To establish any rules that the Board considers necessary and that are consistent with these by-laws and federal and state law.
CRITERIA: Appointees to consist of a majority of the local elected officials in the County and representatives from law enforcement agencies, courts, prosecuting authorities, public defender services, rehabilitation and correction agencies, community organizations, juvenile justice services agencies, professionals, and private citizens in the County.
