Franklin County 2008 Consolidated Annual Performance & Evaluation Report
The Consolidated Annual Performance & Evaluation Report (CAPER) is the annual financial report that Franklin County submits to the Department of Housing & Urban Development (HUD) reporting on the accomplishments the County has achieved through the expenditure of HUD entitlement dollars.
The four HUD entitlement programs the County has administrative authority over are:
- The Community Development Block Grant (CDBG) program which primarily benefits low-income individuals,
- The HOME Partnership (HOME) program which funds affordable housing opportunities,
- The Emergency Shelter Grant (ESG) program which addresses homelessness and
- The American Dream Downpayment Initiative (ADDI) which promotes homeownership for first time homebuyers.
The CAPER represents one of the reporting documents that comprise the County’s HUD citizen participation process and as such two public hearings have been held in regards to it on June 4th and June 10th 2009. Further, the draft CAPER has been publicized in the Columbus Dispatch and disseminated to County government offices and local libraries for citizen review and comment.
The County’s CAPER is due to HUD by June 30, 2009.
