The Community Development section of the Franklin County Department of Economic Development & Planning administers Federal entitlement dollars the County receives from the U.S. Department of Housing and Urban Development (HUD). The County receives such funding under four programs: the Community Development Block Grant (CDBG) program, which primarily benefits low-income individuals; the HOME Partnership (HOME) program, which funds affordable housing opportunities; and the Emergency Shelter Grant (ESG) program, which provides homelessness assistance.
Our community development efforts fund programs and projects within the County’s eligible target areas (Partnering Communities) to provide services that address the needs of low and moderate income residents. The County provides these services by contracting them out to local service providers and vendors.
