FAQ's
1. Who decides what projects get funded?
Per the Franklin County Office of Homeland Security & Justice Programs operating policies and procedures, the following protocol is used to determine funding for projects and proposals submitted to the OHS&JP:
"Based upon the availability of funds and the services areas identified, the OHS&JP staff will release a request for project proposals. It is the policy of the OHS&JP that all submitted project proposals will be reviewed by the Criminal Justice Planning Board, and/or Juvenile Justice Advisory Committee, as appropriate. Additionally, the OHS&JP staff will conduct an administrative review.
The process for recommending projects for the annual allocation plans will be developed jointly by OHS&JP staff, the Criminal Justice Planning Board and/or Juvenile Justice Advisory Committee, consistent with appropriate State and Federal guidelines. Final approval of project plans is granted by the Office of Criminal Justice Services director and/or Ohio Department of Youth Services director (when applicable) and the Franklin County Board of Commissioners."
2. Who is eligible to apply for Franklin County's Homeland Security Funding?
All units of local government located within Franklin County are eligible to apply for Homeland Security funding.
3. How do I apply for Homeland Security funding?
Complete the Homeland Security Grant Fund Application, obtain the required jurisdictional C.E.O. signature, and submit the application to the Franklin County Terrorism Advisory Team in care of :

4. When Do I apply for Homeland Security Funding?
Applications are accepted on a constant flow basis and projects are funded based on priority in accordance with the Urban Area Homeland Security Strategy, and current trends and conditions related to the Urban Area's Threat, Risk, and Needs analysis.
5. What is eligible for Homeland Security Funding?
All requests must be regional in nature and application and can include Equipment, Planning, Training, and Exercises.
6. Where can I get more information on Franklin County's Homeland Security Program?
Contact any Franklin County Terrorism Advisory Team member for detailed information on the Homeland Security Strategy, funding oportunities, regional projects,
current initiatives, and all other related issues.
7. Where can I find other Federal Grant opportunities?
The federal government has created a new initiative in which you can access grant opportunities from several different Federal agencies. Grants.gov allows organizations to electronically find and apply for competitive grant opportunities from all Federal grant-making agencies. Grants.gov is THE single access point for over 900 grant programs offered by the 26 Federal grant-making agencies. http://www.grants.gov/
8. Where can I find Foundation grant opportunities?
The Foundation Center http://www.fdncenter.org/ offers a directory of private, corporate, and community foundations.
9. What type of financial reporting requirements are there and how/when does a sub-grantee receive reimbursement?
All sub-grantees submit quarterly financial reports (QFRs) detailing expenditures by line item. These QFRs are due the 30th day of each month following calendar quarter end. Reimbursement will be received in most cases within 30 days of the reporting deadline.
10. How does a sub-grantee account for unanticipated budgetary needs during the life of a grant?
A sub-grantee may request a budget adjustment up to/until 60 days prior to the termination date of the award. All changes from the original budget require approval prior to spending or obligating. After the fact budget adjustments are strictly prohibited.
