David Smalley is the Data Center's Development Division Manager. He brings over 16 years of IT and management experience to Franklin County and oversees a group of 20 personnel in 4 teams. These teams work together to solve all the agencies that support the entire county with pre-built and custom applications on various platforms. They comprise the Web and Windows .NET teams, along with iSeries Cobol and Java programming. His teams investigate current business processes and create custom web portals and web applications along with various other programming to streamline the operations across all county agencies. He is also responsible for the overall Systems Development Life Cycle and maintenance of all business applications software and is looked at for proper forward thinking and IT vision for the county.
As a United States Army Veteran, David served in the Field Artillery and also served as a presidential liaison in South Korea. After obtaining his bachelor's degree in computer science, he worked at Microsoft for a number of years as an enterprise consultant for fortune 500 companies, and worked on the development of Active Directory, Windows XP, and Exchange.
David lives in Franklin County with his fiancé Wendy and 3 boys and 1 girl. Oldest son, Josh is a recent graduate of Capital University, while the middle, Timothy is a recent High School graduate of Canal Winchester currently attending college in Chicago. The last two, Luciano and Ashley currently attend Canal Winchester High School.
