Relevant Experience:

Ed Leonard was the Special Counselor to the Franklin County Treasurer’s Office where he handled the implementation of the major initiatives of the office.  Mr. Leonard was responsible for the implementation of the Tax Lien Certificate Sale Program during Treasurer Cordray’s first year in office.  Since its implementation, the program has resulted in the collection of over $40 million in delinquent real estate taxes.  Ed also lead the implementation of the County’s Land Bank program under the Treasurer’s Office.

Prior to joining the Treasurer’s Office, Mr. Leonard served from March of 2001 to March of 2003 as the Compliance Officer for the Franklin County Clerk of Courts Office where he provided legal advice on various issues, oversaw the Internal Audit function and coordinated the implementation efforts of the case management system.  From 1998 to 2001, Mr. Leonard served as Deputy Director of the Franklin County Board of Elections.

Mr. Leonard began his legal career in the Judge Advocate General’s Corp from 1990 to 1994.  Ed was in private practice for several years before serving as Assistant Columbus City Prosecutor from 1997 to 1998.

Education:

Mr. Leonard earned his law degree from Cleveland-Marshall college of Law and his undergraduate degree in Business Administration from Youngstown State University.
