Sewer Rectification Completion Effort

Mon-E-Bak / Brown Road East

We are pleased to share that construction to provide sewer systems in the Mon-E-Bak and Brown Road East areas is nearly complete, and the home to sewer connection process can now begin.

To see a list of Sewer/Water Contractors please go to www.ca.columbus.gov/CA. Instructions on how to find the list on this website, including information on the entire sewer connection process, can be found within our Sanitary Sewer Connection Process document.(PDF, 57KB)

Connecting homes to the sewers in these areas is the final step of the sewer rectification/completion effort. By law, all properties are required to connect to the rectified sewer system.

Financial assistance is available to those who meet all financial assistance program requirements.

Information regarding program eligibility is available via the Financial Assistance Fact Sheet, the Financial Assistance Application, and on the FAQs webpage, all found below.

We appreciate your patience through this process.

Frequently Asked Questions

Why has this project taken so long?

Unfortunately, the original contractor who was hired to perform construction in both Mon-E-Bak and Brown Road East failed to properly complete the sewer construction to acceptable standards per the plans and specifications. The Franklin County Board of Commissioners determined it was in the best interest of the public to complete the projects, with its own funds, while simultaneously continuing to work on resolution with the original contractor’s surety.

What costs will I have to connect to the sewer?

There is a cost that is negotiated with an approved contractor to abandon the septic or aerator system and connect to the public sewer. This cost is between the owner and the contractor. Franklin County charges a capacity fee, meter fee (if not on public water) and permit fee. Much of the capacity fee is turned over to the City of Columbus Department of Public Utilities as they are the receiver and ultimately treater of the wastewater. Currently, a typical residential capacity fee is $3,348. The meter fee is $250 and the permit/inspection fee is $85. Franklin County Public Health has a Home Sewerage Treatment System Abandonment Form and that fee is $35. Fees are subject to change.

Franklin County Sanitary Sewer Evaluation Study

Franklin County Department of Sanitary Engineering is conducting an area-wide Sewer System Evaluation Study (SSES) to assess the sanitary sewer system serving Franklin County customers. This includes field evaluations to assess the condition of these critical underground pipes and a desktop analysis of the findings which includes:

  • Mapping
  • Hydraulic modeling
  • Assigning a condition rating

This will identify where future improvements may be needed to provide the most efficient collection and transport of wastewater from your home or business to the wastewater treatment plant for processing and safe return to the environment.

Area Map

Franklin County is committed to maintaining a high level of customer service throughout this process, and has contracted with local engineering firm Brown and Caldwell to perform this evaluation. Brown and Caldwell and its sub-contractors will be accessing the sanitary sewer system in the Franklin County service area during the next several months. In some locations, workers may need to enter yards to physically view manholes, survey their coordinates and view underground pipes. There should be no heavy equipment on or disturbances to property. The laws of Ohio, Ohio Revised Code Section 163.03, allow for such entries.
