Senior Service Providers

QI is responsible for certifying provider agencies, providing technical assistance as needed, and monitoring service delivery in accordance with our conditions of participation and service specifications. In addition, QI works with our service providers to resolve any resident complaints, as well as formally recognize a worker’s exemplary performance.

Becoming a Service Provider

Providers for community-based purchase of service agreements (POS) are selected using a competitive bid process conducted by FCOA through the Franklin County Purchasing Department, as required by Ohio Revised Code. At each rebid of these contracts there is the opportunity for new agencies to enter the provider network. Providers can be private non-profit, private for-profit or public sector entities.

The FCOA bids three contracts for the following service categories:

Transportation
  • Both lift and non-lift
  • Next invitation for bids expected to open in April/May of 2023
Central Order
  • Durable Medical Equipment, Nutritional Products, and Incontinence Supplies
  • Next invitation for bids expected to open in March/April of 2021
Home Care Services
  • Personal care/Respite, Homemaker, Adult Day Care, Home-Delivered Meals, Emergency Response Systems
  • Next invitation for bids expected to open in March/April of 2022

If you would like to become a provider, please complete the Interested Providers Form on this website. Our Quality Improvement staff will use this information to add you to our Interested Providers list.

When it is time to rebid a contract, the QI department provides the county Purchasing Department with our Interested Providers list. The Purchasing Department will then notify you when the “Invitation to Bid” (ITB) has been posted and is available to you. At that time, you can download the ITB packet from the Franklin County Purchasing Department or pick one up at their office. The ITB packet will provide you with the application materials that need to be completed along with a deadline date for submitting the packet.

Once a potential provider enters a successful bid to provide services, a site visit is conducted by the QI team. This initial review or pre-certification review focuses on ensuring the provider can meet compliance with the FCSO Conditions of Participation and service specifications.

A potential provider who is found to be in total compliance will be recommended to the Commissioners who give final approval of the contract.

The Franklin County Office on Aging does not contract with independent providers, and we do not certify providers on an ongoing basis. We only certify providers at the time an Invitation to Bid is conducted.
