Solar Systems
Franklin County is dedicated to improving solar market conditions and making it faster, easier, and more affordable for our residents and businesses to install photovoltaic (PV) / solar energy systems.
Facilitating the use of PV systems builds upon Franklin County's Energy Works Initiative which provides loan financing to businesses and non-profit organizations for cost-effective, energy efficient improvements. This program is designed to increase energy efficiency of new and existing buildings, lower costs and carbon emissions, and increase economic growth.

Form Submittal
Submittal of the PV Systems Form(PDF, 2MB) is required for the installation of a PV system. This form acts as a building permit, electrical permit, and Certificate of Zoning Compliance all-in-one. Fees associated with this process are detailed in the PV System Fees Summary(PDF, 215KB).
PV Systems Review Process
- Staff reviews application for completeness
- Staff circulates to Technical Review Agencies
- Staff reviews proposed use internally
- Staff reviews for compliance with development standards and applicable overlays
- Staff takes action to approve, approve with conditions, or deny
Electrical Diagram Templates
The following electrical diagram templates may be submitted with a PV Systems Form. Manufacturer's instructions must be included with all submittals.
Inspection Checklist
During the construction process of a PV system, two inspections take place. A rough inspection is completed during the build and a final inspection is conducted upon completion. The Photovoltaic (PV) System Plan Review/Inspection Checklist(PDF, 93KB) gives builders a sense of the technical aspects inspectors will be looking for during site visits.
