Human Services Levy Review Committee

Recognizing the burden that taxes, particularly tax increases, have on property owners, the Board of Commissioners created the Human Services Levy Review Committee (HSLRC) in 1999. The main objective of the HSLRC is to evaluate levy requests before they are placed on the ballot to ensure that the agencies listed below will be able to provide crucial services to residents while managing the expectation that property taxes remain fair and reasonable for taxpayers.

The HSLRC consists of seven members who appointed by the Commissioners. The OMB Director is the only Committee member who works for Franklin County. The other six members are people who work and/or live in Franklin County and have been chosen to represent the interests of County residents.

Alcohol, Drug, and Mental Health (ADAMH) Board of Franklin County

The ADAMH Board of Franklin County leads the planning, funding, and evaluation of community-based recovery-oriented mental health and addiction prevention, treatment, and support services for residents of Franklin County.

Active Levies

ADAMH has one active levy that was last approved by voters in November 2020. It is a five-year, 2.85 mill levy that began collections in 2022 and will expire in 2026.

Board of Developmental Disabilities (FCBDD)

The mission of the Franklin County Board of Developmental Disabilities is to provide programs, services and support for eligible children, adults, and their families so individuals with developmental disabilities can live, work, learn and participate in the community.

Active Levies

  • A Continuous 3.5 mill levy that was approved by voters in 2008 and does not expire.
  • A second levy that was last approved by voters in November 2017. It is a ten-year, 3.5 mill levy that began collections in 2019 and will expire at the end of 2028.

Franklin County Children Services (FCCS)

Through collaboration with families and their communities, Franklin County Children Services (FCCS) advocates for the safety, permanency, and well-being of each child served in a manner that honors family and culture.

Active Levies 

  • A levy that was last approved by voters in November 2019. It is a ten-year, 3.1 mill levy that began collections in 2020 and will expire at the end of 2029.
  • A levy that was last approved by voters in November 2024. It is a ten-year, 2.5 mill levy that began collections in 2025 and will expire at the end of 2034.

Franklin County Office on Aging (FCOA)

The mission of the Franklin County Office on Aging (FCOA) is to provide centralized access to diverse programs and individualized services for frail and vulnerable older adults and their caregivers so they can preserve their independence and quality of life.

Active Levies

FCOA has one active levy that was last approved by voters in November 2022. It is a five-year, 1.75 mill levy that began collections in 2023 and will expire in 2027.
