Franklin County approved a $3 million memorandum of understanding with CAG Westerville Uptown Acquisitions LLC to ensure that 30 percent of the units in a new 247-unit Westerville residential development are affordable and accessible to income-qualified residents.
The agreement requires the developer to set aside approximately 74 units as income-restricted for a minimum of 18 years. Those units will be leased at no greater than 80 percent of the Area Median Income. The development includes seven studio apartments, 156 one-bedroom apartments, and 84 two-bedroom apartments.
The county's investment extends beyond rent. The developer is required to wire the entire building for broadband internet and provide free internet service to income-restricted units for at least 18 years, a provision that addresses a practical barrier to opportunity for lower-income households. Each income-restricted unit will also be assigned one non-reserved parking space in the development's 400-space garage for the full duration of the affordability period.
The project is mixed-use. The parking garage and development site will serve both the residential component and a commercial portion that includes businesses and restaurants. The county's $3 million grant applies solely to the residential piece. CAG Westerville Uptown Acquisitions LLC is a development entity of Continental Ventures.
Commissioner Kevin Boyce raised questions at the May 12 General Session about the grant size relative to the share of income-restricted units. The presenting attorney confirmed the $3 million figure reflects the county's standard agreement terms for Continental Ventures projects. Resolution 304-26 was approved unanimously.
