Franklin County Board of Commissioners

Franklin County is putting more money behind housing for people working through its mental health court, a move that expands the reach of a program designed to connect residents to services rather than cycle them back through the justice system.

The Board of Commissioners approved Resolution 395-26 at the June 16, 2026 General Session, authorizing a contract modification with Arch for the RISE Mental Health Court Docket. The modification increases total funding from $175,000 to $275,000, with the additional $100,000 directed specifically toward expanding housing services for participants.

The RISE docket is a specialized court program in the Franklin County Court of Common Pleas. It provides comprehensive support services for participants navigating mental health challenges alongside legal cases. The contract modification allocates additional grant resources to essential needs within the program, with housing identified as the priority area for expansion.

Shannon Bradshaw, the RISE coordinator, joined Kimberly Canada, Director of Finance for Common Pleas, in presenting the item. All other terms and conditions of the original agreement remain unchanged.

The Board voted unanimously to approve the resolution.
