When a local officer's body camera records an arrest in Franklin County, that video can become evidence in a felony case. Before it reaches a courtroom, the Franklin County Prosecutor's Office has to receive it, store it, and keep track of it alongside every other piece of digital evidence in the case.

On September 29, the Franklin County Board of Commissioners approved a four-year extension and upgrade of the system that handles that work (Res. 0626-26). The $1,859,508.72 agreement is the third amendment to the county's Axon Evidence Prosecutor Services Agreement with Axon Enterprise, Inc.

Jesse Armstrong, Assistant Prosecuting Attorney, presented the item on behalf of Franklin County Prosecutor Shayla Favor. He told the Board the software is used "to receive, store, and manage all digital evidence received and used by the prosecutor's office in the prosecution of felony cases."

That includes body camera footage sent in by various local law enforcement agencies. The amendment upgrades the office's evidence.com system and keeps it in place for four more years, so footage from multiple departments continues to land in one place.

The Prosecuting Attorney is a separately elected county office, but agreements that commit county dollars go to the Board of Commissioners for approval. That is why an evidence software contract appears on the Board's General Session agenda next to road projects and health funding.

The resolution passed 2-0 on a motion by Commissioner Erica C. Crawley, seconded by Commissioner Kevin L. Boyce. Board President John O'Grady was absent from the session.
