The Consolidated Plan is a collaborative process to identify housing and community development needs and to establish goals, priorities and strategies to address those needs, especially for low and moderate income households. The consolidated action plan is a multi-year plan which outlines the strategies and focus of the Community Development Block Grant Program. The plan highlights the targeted activities and programs for the department to accomplish and identifies how Franklin County will spend its federal HUD dollars over the next 5 years.
